Re-signing with Apple ID on iMessage will help remove corrupted data that could be preventing iMessage from downloading pictures.

iMessage could also fail to download pictures if you have not turned on MMS messaging. You can turn on MMS messaging through the message settings on your Apple device. Turning on MMS messaging will enable your Apple device to receive videos and images through the messaging system.
